The Skills and Workforce Planning Manager will play a key role in ensuring that skills and workforce planning requirements are effectively embedded across GBE‑N's procurements and supplier contracts. Working closely with the Skills Lead, alongside the Sustainability and Social Value Team and Commercial Team, the role will coordinate workforce planning activity across GBE-N suppliers, aggregating demand and supply insights to identify critical skills risks and inform mitigation. The postholder will act as a key interface with suppliers and external stakeholders on the delivery of skills‑related commitments, providing oversight, assurance and continuous improvement of GBE-N's approach to delivering workforce outcomes through procurement and into contract.

Accountabilities & Responsibilities:
- Embed skills and workforce planning requirements into GBE‑N procurements across the full commercial lifecycle, from pre‑tender through to contract close‑out.
- Provide specialist input into tender documentation on the skills information required from the market, informed by GBE-N's demand, supply and critical skills priorities.
- Review, agree and oversee delivery of Supplier Social Value Plans relating to jobs, skills and workforce development, maintaining oversight of apprenticeships, graduate roles, placements, training and workforce mobilisation commitments.
- Own and coordinate the iterative workforce planning cycle across GBE‑N suppliers, collating and analysing demand and supply data to produce a consolidated, project-de view of workforce requirements and critical skills risks.
- Aggregate workforce demand data from suppliers to identify timing pressures, capability gaps and priority mitigation actions.
Horizon scanning for new skills and roles that will be required for programme delivery. - Identify workforce capability gaps that cannot be met through supplier commitments alone and advise on where GBE‑N‑led interventions, partnerships or investment are required to mitigate workforce risk.
- Work closely with the Sustainability and Social Value Team and Commercial Team to ensure a joined‑up approach to skills through procurement.
- Contribute to continuous improvement of GBE‑N's approach to workforce planning and skills in procurement, drawing on lessons learned from live contracts.
- Support supplier forums, steering groups and coordinated engagement with external stakeholders (e.g. educational providers, skills bodies and suppliers) to enable delivery of skills-related social value commitments.
Knowledge, Skills and Experience required:
- Strong understanding of jobs, skills and workforce development approaches, including apprenticeships, graduates, placements, training, up- and re-skilling.
- Experience working in skills / workforce planning or alongside procurement, commercial or contract management environments.
- Experience embedding or managing skills, workforce, employability or social value requirements through supplier contracts.
- Ability to analyse workforce demand and supply information and identify skills risks or gaps.
- Strong stakeholder management and communication skills, with the confidence to work externally with educational institutes, skills bodies and careers hubs.
- Experience working with suppliers to agree and enable delivery of contractual commitments.
- Well organised, delivery‑focused and comfortable managing multiple suppliers or workstreams.
- Experience working in major projects, e.g. infrastructure, energy (desirable).
- Experience of public sector procurement or social value frameworks (desirable).
Qualifications:
- Degree or equivalent experience in a relevant field such as skills / workforce management, procurement, commercial management or a related discipline.
